Russian govt introdused thee-phased lockdown exit plan

MOSCOW, May 6, 2020, Pan Pacific Agency. A three-stage scenario for easing coronavirus-related restrictions in Russia has been introdused to Russian President Vladimir Putin during govt’s meeting via video link today.

Any decision on the restrictions’ lifting would be adopted by the governors for the each Russia’s region, and ‘if the situation becomes worsen, restrictions may be resumed’, Russian healthcare watchdog chief Anna Popova said. Virus confirmed cases’ growth rate, testing coverage and beds availability in hospitals will be limiters to transition from one phase to another, according to the official. She did not indicate numerically expressed criteria for the transition.

On the phase 1 of the lockdown exit outdoor sports will be allowed, small stores and service facilities can be reopened. The phase 2 allows walking on the street with family members, some educational organizations and big stores will be reopened. The phase 3 will open parks and squares, all educational institutions, hotels, food services. Social distancing measures will remain mandatory at all lockdown exit phases.

Current restrictions on the movement and non-essential business dubbed “self-isolation regime” in Russia has been established on Mar 28 and are valid until May 12. Vladimir Putin called this measures a “non-working week” during his TV-addres to nation on Mar 25. Then restrictions was extended. This “extraordinaly holiday” are inactive for all workers except essential services and govt services, people must stay at home.

Moscow Mayor Sergey Sobyanin has already announced that the lockdown will not be eased from May 12, but construction and manufacture industry activities will be allowed.
